Is the breeder involved in rescue?
The breeder that truly is passionate about the breed is active in rescue. They may not do rescue themselves but they should always be willing to refer you to a rescue they like and are involved with. There are many good reasons for a breeder not to be foster rescue dogs (for the health of the puppies) but in most cases a breeder should be willing to bend over backward to help a person re-homing an animal or help a person searching for a specific shelter dog.
Occasionally you'll come across a breeder who has certain ethical problems with many (if not most) rescues. This isn't necessarily a deal breaker, as long as the breeder is open about his/her position. I personally feel that every breeder should be supportive of adoption to some degree. This is one of those personal things, I suppose.
Politics aside a breeder should always show devotion to the breed and compassion for animals and rescue is a good way to see that devotion and compassion in a breeder.
